What makes graduate and other entry-level program roles different to other positions advertised at the APS 3 classification is that participants receive additional support to rapidly advance their careers. Through a customised graduate program, participants focus on building capabilities essential for a career within the APS. Moreover, they benefit from being part of a cohort, which provides valuable peer support throughout their journey.
Entry-level participants gain valuable on-the-job experience across a range of areas while also developing critical skills through mentoring and formal training and development programs.
We offer entry-level program opportunities for university graduates up to 8 years after completing studies, those currently pursuing a degree, as well as individuals without a university background, but are seeking a career in the APS.
Pathways for those with a university qualification
PM&C Graduate Program
Our 12-month graduate program is our flagship program. It provides university graduates who have graduated in the last 8 years with an opportunity to discover, learn and grow by working in various teams across PM&C. This makes it a perfect opportunity for not just recent university graduates, but those seeking a career change or new challenge.
Applications open each year from March to April, with assessments throughout April to June. The program commences in February the following year. We offer successful candidates competitive employment conditions and funded relocation to Canberra.

Indigenous Graduate Pathway
As an APS-wide recruitment stream, this is a pathway open to Aboriginal and Torres Strait Islander tertiary graduates who have recently completed their study. Graduates selected to join PM&C through this pathway are able to utilise many of the training and development opportunities offered as part of PM&C Graduate Program.
Australian Government Graduate Program Streams
PM&C at times will access APS-wide Australian Government Graduate Program Streams, conducted externally, to recruit for specific skills. Successful candidates coming through this pathway may be offered a job at a range of APS agencies. Pathways for those without or working towards a university qualification
- Indigenous Apprenticeship Program (IAP): a 12-month program for Aboriginal and Torres Strait Islander people to start their career in the Australian Public Service. To find out more, visit the IAP website.
