A State Memorial Service for the Honourable Dr Moses Henry (Moss) Cass will be held at 11:00 am on Monday 6 June 2022, at Footscray Community Arts, 45 Moreland Street, Footscray, Victoria.
Dr Cass was a highly respected contributor to politics and society. Before entering parliament in 1969, he was a medical practitioner and a research fellow in Experimental Surgery at the Royal Children’s Hospital of Melbourne. He helped develop open-heart surgery techniques and built our first heart-lung machine.
Dr Cass was elected to the House of Representatives for Maribyrnong in 1969 and was re-elected in 1972, 1974, 1975, 1977 and 1980, before retiring prior to general elections in 1983. He was a Cabinet Minister from 1972 to 1975, serving as Minister for Environment and Conservation from 1972 to 1975, and Minister for Environment and Minister for the Media in 1975.
As a mark of mourning and respect, and in accordance with protocol, the Australian National Flag should be flown at half-mast all day on Monday 6 June 2022 in the Australian Capital Territory and Victoria only from all buildings and establishments occupied by Australian Government departments and affiliated agencies. Other organisations are welcome to participate.
- When flying the Australian National Flag with other flags, all flags in the set should be flown at half-mast.
- If a set of flags includes the flags of other nations, it would be appropriate to seek permission from the diplomatic representatives of that nation to half-mast their flag.
- An acceptable half-mast position would be when the top of the flag is a third of the distance down from the top of the flagpole.
