PM&C APS Employee Census Results 2022

The report highlights the main findings of the PM&C Census results for 2022.

Overview of results

In 2022, 88 per cent of PM&C employees completed the Census. PM&C’s results compared favourably with the APS as a whole and other APS policy agencies. Overall, 2022 Census results were positive and consistent with 2021 results.

The Census uses six key indexes (three indexes were added in 2022) to report on workplace culture. In 2022, PM&C's innovation index score remained relatively constant at 69 per cent, compared to 70 per cent in 2021. The wellbeing score was 74 per cent, up from 72 per cent in 2021. The SES manager score remained consistent at 79 per cent, up from 78 per cent in 2021.The remaining indexes - Engagement 77 per cent, Communication 75 per cent and Immediate Supervisor 80 per cent - remained unchanged compared to 2021.

The results reflect a workforce who are highly committed, engaged and show strong respect for one another. Despite a unique and challenging election year and the continued pressures of COVID, results remained consistent and in some areas improved on an already impressive baseline. PM&C employees noted that change is managed well, with SES clearly articulating the direction and priorities for our agency. Eight-five percent of PM&C respondents said they are proud to work in PM&C.

PM&C continues to offer internal frameworks and initiatives to facilitate a safe, respectful and inclusive culture and enable employees to thrive at work. Our suite of wellbeing support mechanisms continue to provide staff with access to up-to-date health and wellbeing support and resources.

While the Department has done well as a whole in the Census, and there is much to celebrate, we acknowledge there is local variation in results. This is why PM&C not only implements whole-of-Department initiatives, but also encourages a local, action-focussed approach to embed improvements in the workplace. At the local-level, Divisions and Branches review their results and produce local action plans specific to their own needs.
