Consultation
The Review interviewed heads of PM&C and NAA, relevant officials across both organisations, former employees of PM&C and former Prime Ministers, Secretaries of PM&C and Directors-General of the NAA.
The Review did not seek public submissions.
We provided a draft of the Review for fact checking to PM&C’s Cabinet Division and Records Management Unit, the NAA and the Department of Infrastructure, Transport, Regional Development, Communications and the Arts (responsible for the administration of the Archives Act) for fact checking.

The Review obtained legal advice from the Australian Government Solicitor on key matters considered by the Review.
Governance
The Reviewer was appointed by the Secretary of PM&C. The independent Reviewer was supported by an acting Senior Executive Staff officer and an Adviser from PM&C.
