Regulatory Impact Analysis Training


The Government’s Deregulation Agenda (previously known as the Regulatory Reform Agenda) is now administered by the Department of Jobs and Small Business. The Office of Best Practice Regulation (OBPR) which administers Regulatory Impact Analysis requirements remains within the Department of the Prime Minister and Cabinet. More information is available in the Administrative Arrangements Order introduced on 20 December 2017.


The OBPR conducts face-to-face training to assist agencies to prepare regulation impact statements and fulfil other regulatory review and reform obligations. This includes technical training for Australian Government officers on cost-benefit analysis and risk analysis.

Available training

The OBPR's training takes several forms:

  • Regulatory Impact Analysis (RIA)  
  • group training focused on specific agencies; 
  • online training (MOOC); and
  • one-on-one advice during the development of regulatory proposals such as undertaking analysis of the impacts of policy and the preparation of a Regulation Impact Statement (RIS).

Regulatory Impact Analysis (RIA) Training

  • The OBPR runs periodic seminars at the Department of the Prime Minister and Cabinet, introducing various aspects of RIA. This includes:
    • the reasoning underpinning RIA and the analytical approach RIA supports
    • the Australian Government and Council of Australian Governments (COAG) RIA frameworks
    • preparing a RIS
    • using the Regulatory Burden Measurement (RBM) framework
  • Duration is typically from 9.30 am to 3.30 pm.

Specific training for portfolio agencies

  • We can come and provide training at a mutually convenient time. Our training sessions can be tailored to specific needs.

COAG Best Practice Regulation requirements training

  • Targeted to Ministerial Council and National Standards Setting Body needs.

Online training & guidance material

Office of Best Practice Regulation (OBPR) has developed a massive open online course (MOOC) on regulatory impact analysis. The MOOC is designed to improve public servants’ abilities to undertake regulatory impact analysis and develop the skills required to prepare best practice regulation. The MOOC is suitable for participants with limited knowledge of regulatory impact analysis and for those participants who wish to consolidate or extend their existing skills and knowledge.

There is a range of guidance material to support the RIA requirements.  This includes the Australian Government guide for regulation and guidance notes on a variety of issues.
